Resource Ownership Empty Resource Ownership

I've noticed some talk about this so I thought I would say how I feel about it. As far as stuff found in mines is concerned, if the person who discovered it or who spent the most time and effort exploring it would like to lay claim to it's resources that seems fine with me. Also, given that land and resources are essentially limitless in this games, if folks want to claim reasonable chunks of land for themselves so they can be entitled to their resources that seems fine too.

The rules are up to you guys to decide on though.
